handle inf in pt bins in btagging json tools

Mentioned by Xbb @rahynema and @eschopf, that we want to use the last pT bin cut value for all higher pT jets, so in this MR, with the change we made in the JSON file which will include inf value, adapting the tools to handle the inf values here.
