Draft: ACTS TF: Rework branch stopper

Andreas Stefl requested to merge astefl/athena:acts-tf-rework-branch-stopper into main
  • distinguish between inside and outside outliers/holes
  • cut on inside / inside+outside holes to either stop and drop or stop and keep the branch
  • disable branch stopper if we extend the track outside-in as we can utilize the CKF as an extrapolator in this case
  • change the extrapolation strategy to first as our tracks are always inside-out
