Add ITkStripFrontEnd class to strip digitization

Shaun Roe requested to merge sroe/athena:main-cleanup-StripDigitization into main

First skeleton of ITkStripFrontEnd added and test implemented. For now it merely retrieves the detector manager and the ID helper, and implements the correct interface without any of the functional code. This much is tested in the unit test.

Addressing ATLITKSW-270, also of interest to @almaloiz .
