removed dependency gf ZDC DQ config TRT algorithm

This MR primarily removes a dependency of the ZDC offline DQ on a TRT algorithm (I was copying HeavyIonGlobal). The algorithm is the same, but it's now made into a "ZDC" algorithm so no need to modify TRT configs. I have also removed the ZDC reference from the TRT.
