changing seedThr settings for JwoJ in HI menu

Agnieszka Ewa Ogrodnik requested to merge asmaga/athena:24.0-update_gTEseedThr into 24.0

As mentioned in ATR-30042 and ATR-29029 this MR updates the seedThr value to higher one, such that the online rates are acceptable.
