Update to check explicitly for possible mis-config cuts in TauSelectionTool

Following up from a discussion in !75227 (merged), implement an explicit check for possible mis-configuration in TauSelectionTool config files.

In this case, check for Fixed TauID WP vs user set cut on TauID score -> if both are found in the config, return error
