added local test for ZdcRecConfig and CI test for ZDCCalib data

After discussions with @wlampl @cdelitzs, I have added both a local test in ZdcRec for ZdcRecConfig, and a CITest in AtlasTest/CITest/Athena.cmake -- both basically doing the same thing (which perhaps makes the ZdcRec test redundant). The CITest just runs 10 events and checks for errors using noerror.sh
