L1TopoSimulation: Adding option to rederive the menu based in local code

A new flag is added to L1TopoSimulationConfig that allows to switch between using the menu corresponding to the run DB, or to rederive one based in the local changes. Based in the changes from Sagar in !73980 but added as a non-default flag.
