Added hicomm and refcomm to the list of known project names/tags in DQ configuration

Fixing https://its.cern.ch/jira/browse/ATLASDQ-1199: with the introduction of the new data24 project tags data24_hicomm and data24_refcomm the DQ configuration is not able to automatically set the correct configuration and the DQ merging crashes. This MR extends the patterns to the new tags.
