Eta selection in RC jet algorithm

  • Adding the option to set a maxEta in the RC jet algorithm
    • Default at 2.5
  • Changed the flag indicating the passed selection to passed_sel from passed_pt

This could affect some TCT config @tdado , @ivyoung
