HanConfig file updated - gFEX gJ & gLJ histograms title corrected

  1. The MR updates the han config file. The title of the gJ and gLJ monitoring histograms had to be updated to match the MR here.
  2. Minor change in the python code to ensure correct reference is used for detail plots.
  3. Added a DQAlgorithm for the gTowers (Hot/Cold).
