ByteStreamCnvSvc: move interfaces to ByteStreamCnvSvcBase
This is the last step in cleaning up ByteStreamCnvSvc[Base]. This MR makes the ByteStreamCnvSvc a component-only library and moves the remaining public headers to ByteStreamCnvSvcBase.
