LAr AP fixes

Pavol Strizenec requested to merge AtlasLArCalibration/athena:AP_fixes_el9_2_installed into 24.0

This is set of fixes for the LAr automatic processing of calibration data, adding offline averaging, as well as first changes to process data from EMF. It is not used in standard worflows, only in special calibration jobs.
