Update EventCleaningConfig with GRL from getGoodRunsLists

Another place where using some central GRL config would be beneficial. Importing the GRL configs from https://gitlab.cern.ch/atlas/athena/-/blob/main/DataQuality/GoodRunsLists/python/GoodRunsListsDictionary.py#L13

Changes in particular the 2023 GRL from

GoodRunsLists/data23_13p6TeV/20230712/data23_13p6TeV.periodAllYear_DetStatus-v110-pro31-05_MERGED_PHYS_StandardGRL_All_Good_25ns.xml

to

GoodRunsLists/data23_13p6TeV/20230828/data23_13p6TeV.periodAllYear_DetStatus-v110-pro31-06_MERGED_PHYS_StandardGRL_All_Good_25ns.xml
