TruthUtils / RHadrons: Remove unused helper functions

There are a number of helper function in TruthUtils/AtlasPID.h. The meaning of these functions is also not well-defined, so it seems best to remove them for now until a use-case is found.

Also update the CustomPDGParser class in the RHadrons package to hide helper functions which are not used outside of the class.
