Add fixed header to auto-generated han config file

William Buttinger requested to merge will/athena:L1CaloCondSvc_dev into 24.0

The fixed header is needed while parts of the legacy monitoring is still needed in the DQ monitoring, but the python CA hasn't been updated to use the new monitoring helper class that handles han config generating.
