Preparation alg for hgtd clusters

Carlo Varni requested to merge cvarni/athena:PreparationAlgForHgtdClusters into main

This supports HGTD cluster reconstruction with multiple tracking passes. Since HGTD does not support a regional selection, I had to modify the preparation alg. Also, added CI Test to check the cluster counts.
