Save prd only on legacy
Hopefully the last step for fixing ATLIDTRKCP-638
This basically allow scheduling of ITkStatsCfg and ITkExtendedPRDInfoCfg only in case there are legacy tracks being produced. For ACTS tracks we'd need to implement these mechanisms.
It is my opinion though that these functions should be moved within the loop on the tracking passes. @spagan why are these functions here, after primary vertexing?
