Update all Projects to atlasexternals version 2.1.30 (https://gitlab.cern.ch/atlas/atlasexternals/-/tags/2.1.30) which comes with:

Update atlasexternals tests to LCG_106a_ATLAS_3 and several package version updates to match current Athena main branch
Update to pyami 5.1.7 to address python 3.12 issues
Speedup package filtering
