ActsMuonDetector - Use surfaces for all materials in chamber

This MR introduces a new way to deal with materials inside the muon chambers. Now all materials, corresponding to passive or active components, are placed on a surface that is the dimension of the volume it belongs to, and is placed in the center of that volume.
