ATR-29028: Lower DPHI-eTAU1 thresholds to 0.8, 0.8

Krzysztof Ciesla requested to merge kciesla/athena:24.0-eTAU1-topo-threshold-change into 24.0

This MR lower thresholds for DPHI-eTAU1 items to 0.8 GeV and 0.8 GeV, by the request of the HI group.
