LAr AP fixes for EMF

Pavol Strizenec requested to merge AtlasLArCalibration/athena:AP_fixes_el9_3 into 24.0

This should bring some fixes for processing raw calibration data from EMF. Code is not used in standard workflow, only in calibration processing jobs.
