ATR-30545: implement switch for LF/HF monitoring based on HLT menu name, ATR-30479: add L1_TRT_FILLED/EMPTY to LF monitoring for all menus

  • split up LF/HF monitoring in items common for all menus with HI L1 menu and items specific to HI/lowMu HLT menu based on HLT menu name (ATR-30545)
  • add L1_TRT_FILLED and L1_TRT_EMPTY to the list for LF monitoring for all menus (ATR-30479)

tagging @asmaga and @kciesla to check if LF/HF monitoring is configured properly for all necessary items
