Zdc inj pulse monitoring update

Update: we pushed another commit since we changed to using a voltage step size of 0.0125V instead of the previous 0.025V in the range 0.3V-0.675V for our FEE-calibration pulsing; the new commit adjusts the injected-pulse-voltage binning in our monitoring histograms to be compatible with this step-size change.

  • prevent LB database lookup in the online environment
  • shift the edges of injected voltage bins smaller by e-5 to avoid bin migration from floating point issue
  • typo fix in run number look up
