Campaigns.MC23: set flags.Input.MCCampaign correctly for MC23 simulation jobs

John Derek Chapman requested to merge jchapman/athena:CampaignConfigFix_24.0 into 24.0

flags.Input.MCCampaignwas being set to Campaign.MC23a for all simulation jobs with multiple IoVs regardless of the actual campaign. This isn't a big issue as the value should be set correctly during the digi-reco step, but worth fixing anyway.
