Add pflow configuration to run on topotowers

Adds example python config file to run particle flow using topotower containers.

A new ART test is added that runs this configuration.

A few minor bug fixes are added in the CaloRec python config to allow to create topotowers at the EM scale.

No changes in standard production workflow output are expected.
