GoogleTestTools+ISF_Services: add support for job options

Add support for job options in the GoogleTestTools test fixture. Also remove the output suppression for MSG::ALWAYS as this does not seem to be needed.

Then migrate the tests in ISF_Services to the common test fixture and cleanup link dependencies.
