Draft: Add explicit DBReplicaSvc configuration

Add explicit DBReplicaSvc configuration and unify configuration. I opted for explicit DBRelease veto argument as just propagating the string may again cause inconsistent configuration. Fixes ATEAM-1033.

Do we also want this in 24.0?
