MuonCalib- New t(r) relations

Matthew Leary Harris requested to merge maharris/athena:muonCalib-polynomialRt into main

This MR changes the MuonPhaseII mdt calibration alg to read in the calibration data from the database. We also change the interface used for TR relations such that it is structured similarly to the RT relations.
