Update to LCG_106a_ATLAS_3, atlasexternals 2.1.16.2, tdaq/tdaq-common 11-04-00
This MR updates the externals version to (SPI-2665):
- LCG_106a_ATLAS_3, that ships ROOT 6.32/06, boost 1.86 and several other updates listed at https://lcginfo.cern.ch/compare_releases/None/106a_ATLAS_3/104d_ATLAS_7
- tdaq and tdaq-common 11-04-00 compiled against LCG_106a
- atlasexternals 2.1.16.2 that updates AnalyisBaseExternals to some of the equivalent version in LCG_106a (atlasexternals!1174 (merged))
