Handle jfex tob ambiguities in monitoring

This MR is an alternative to !76108 (closed) .... I think it is a simpler implementation of the ambiguity resolution. When an FPGA reachs the maximum number of TOBs, the last TOB is allowed to have a mismatch except in terms of its tob ET, which must still match.
