Draft: Update R22 high-mu ey calibration recommendation with fixedE1E1 scale

Similar to MR76365, This MR is in purpose to fix the E1E scale problem (ATLASEG-387) in the current R22 Run2 ey calibration recommendation with a new esmodel (es2023_R22_Run2_v1).

List of updated calibrations:

  1. fixed E1E2 scale
  2. updated accordion scale based on 1.
  3. updated in-situ calibration based on 1. and 2.
  4. AF3-to-G4 correction and systematics

root files with fixed calibration were uploaded to cvmfs (ATLASG-2827, ATLASG-2842)
