Draft: clean up version of grid seeder implementation and performance evaluation

This a clean-up version of the grid seeder implementation in Athena. It is ready for the review. Summary:

  1. Changes in this branch were cherry-picked from the MG_getItToCompile branch.
  2. Updated configuration for the grid/Gaussian seeders:
    • ActsPriVxFinderConfig.py
    • AdaptiveMultiPriVtxFinderTool.cxx
    • ActsConfig/python/ActsPriVxFinderConfig.py
    • ActsVertexReconstruction/src/AdaptiveMultiPriVtxFinderTool.cxx
    • vertexingJO_ITk.py (moved to a new location)
