Drop Overlay.FastChain flag

Tadej Novak requested to merge tadej/athena:overlay_fastchain_flag into 24.0

Drop Overlay.FastChain flag as it is not really needed. One can always set Common.isOverlay directly and existing clients always check also for running fast chain already. The risk of keeping the flag is that we get in an inconsistent set with too many flags to set potentially.
