Move eTAU40HT and eTAU60HM to the Physics menu

This MR moves the L1_eTAU40HT and L1_eTAU60HM triggers (and some of their associated HLT chains) to the Physics menu (ATR-22696).

This change requires adding two additional eTAU multiplicity algorithms to Topo1, and a slightly reconfigured output fiber bit mapping. An updated L1Menu json file with these changes is attached to the Jira ticket.
