[ATR-30599] Update run3ExtraMatchingTriggers.txt to add a tau+bjet primary

As in the commit, the 2024 primary b+tau chain needs listing explicitly as three-signature (multij, bj, tau) chains are not currently supported in the TriggerAPI

No changes to CI as this is not currently running over data24 input. Minor impact to next derivation round for MC23e & data24.
