Allow uppercase keyword 'VETO' in EventSelectionConfig in addition to the lowercase one

Requested by @dbiswas. At the moment the keyword veto in the event selection config for options like MLLWINDOW needs to be in lower case. In the case of upper case, it is ignored silently. This MR makes EventSelectionConfig acknowledge either veto or VETO.
