Add g-2 tau measurement L1Topo algorithm (with untuned thresholds and L1 trigger)

This MR adds a new instance of the DeltaPhiIncl1 algorithm to Topo3B, for the g-2 tau measurement trigger (ATR-30638). The thresholds and corresponding L1 triggers (will include a cTAU multiplicity item) are still in development and will be different in the final version.
