Add OverlayVertexSkimmingAlg
Add OverlayVertexSkimmingAlg to select background events based on vertex information. Currently the requirement is to have at least one primary vertex. This will be used by data overlay for heavy ions.
A new package is created to host this algorithm for now as it is very overlay specific and does not fit into other overlay packages.
