FPGATrackSim updates to extend IO tracks

Right now the IO tracks from genscan can't be extended into remaining layers. This fixes that by assuming we can't do goodness of fitting in 2nd stage (we will soon, another MR) and we aren't using spacepoints at all (an assumption but a good one for now).
