SUSYTools - Update to recently released photon SF map from egamma
Update the photon efficiency maps used in ST to the most recent one released by egamma, which seems to provide also the Run3 pre-recommendations; hence we are now configuring the same file for Run2 and Run3.
When doing this, I've also noticed that we are not using the latest R21 photon trigger maps as fallback options for the triggers (map1 vs map3) so I changed also that.
