Add algorithm to emulate ITk pixel defects.

Emulate pixel defects by copying the original Pixel RDO collection, while dropping hits, which match generated defects. The defects are generated by a conditions algorithm. The address remapping service can be used to switch to the modified collection transparently.

Two defects are supported single dead pixels, defect "core" columns which are groups of 8 columns randomly distributed, where the number of defects per module is chosen according to a Poisson distribution. The locations of the defects are chosen randomly over the pixel matrix.
