Split cfg of LAr HV Cabling into separate config-file

Move the configuration of the LAr HV cabling infrastructure into a separate (new) configuration file. Use this cfg from LArNoisyROSummaryConfig.

Should help resolving ATLASRECTS-8149 and get !75920 (merged) going.
