Draft: FPGATrackSim: Updates needed for 2nd stage fits

Trying to get 2nd stage fits working, this is a WIP. For now we need the radii file in maps_9L of /data/jahreda/eftracking_secondstage_withfits/run on the Chicago AF and the 2nd stage fit constants in banks_9L of that directory

It runs but something still is clearly not right
