CP algorithms: Improve electron configuration with more configurability

Improve CP algorithms electron configuration with more configurability:

  • Max eta is now configurable (may mainly be interesting for potential Run 4 studies).
  • Add addSelectionToPreselection for optimisations as most of analyses can cut on electrons very early (same as it is already done for muons).
  • Do not store selection decisions as bits as we currently have no useful use for it but it prevents people from writing out the branch directly in a useful form.
