Draft: Adapting older tools in GeneratorFilters to use TruthUtils

Migrating the older GeneratorFilters classes to use definitions from TruthUtils as much as possible. These changes are not intended to change the output, only to make the code easier to read. Leaving this one as draft as some of this code is soon to be obsoleted.
