AthenaKernel+AthenaServices: remove support for ARA TP converters
The AthenaRootAccess (ARA) package was removed a while ago in !58530 (merged). We certainly don't need the ARA TPCnv anymore either. Remove the support of them and also the few remaining places where they were being created.
