TruthUtils/AtlasPID: Correctly handle PID values for nuclei

These changes extend/improve the set of helper functions useful for pdg id values for nuclei. They should have no effect on the output of helper functions for non-nucleon pdg id values.

Testing of nuclear pdg id values will be added in a follow-up merge request.
