Extend doExpertOutput for runIDPVM

--doPerAuthor option with the runIDPVM executable is not effective if not accompanied by --doExpertPlots. Directly configure flags.PhysVal.IDPVM.doExpertOutput when --doPerAuthor is set to simplify the command line.
