Draft: use of TDAQ_OH_SERVER in WebdaqHistSvc

Added a check of the TDAQ_OH_SERVER environmental variable in WebdaqHistSvc. If set, use it as oh server for the histograms publication. This replicated what is done by the online HLT applications.
